Meet Beanna Whitlock, our Executive Director, NCPE Fellowship

Beanna J. Whitlock, EA, CSA

A tax professional of 42 years and an Enrolled Agent since 1979, Beanna accepted the appointment as the Director - National Public Liaison for the Internal Revenue Service on June 30, 2003 and completed her service on September 30, 2004 after establishing relations with the Commissioner of IRS and the tax professional community. For her efforts, Commissioner Mark Everson presented her with the Commissioner's Award for Excellence of Service.

In 1996 Beanna testified before the U. S. House of Representatives regarding "IRS tax season filing readiness". In May 2001, Beanna testified before the U. S. Department of Treasury regarding the revisions to Circular 230 Federal Code of Regulations regarding "Practice Before the IRS". On June 21, 2006 Beanna again testified before the U. S. Treasury regarding proposed changes to Circular 230.

She served as a member of the IRS Commissioner's Advisory Group (CAG) from 1996 through 1998, representing Small Business. She was the first practitioner panelist on TaxTalkToday, the IRS internet site for tax information. She served on the SB/SE sub-group of the IRPAC, Information Reporting Program Advisory Committee in 2002 and 2003.

An author of numerous articles appearing in Time, Newsweek, Wall Street Journal, Parent's, Ladies Home Journal, Accounting Today, the Journal of the Society of Certified Senior Advisors, the EA Journal and the National Public Accountant, she is often quoted and is considered an outspoken leader for taxpayer rights and issues concerning tax practitioners. In February 2000, her electronic article on day trading posted the largest number of single hits in a 24-hour period, 60,000. On April 15, 2006 she was interviewed as part of a series of tax articles on NBC Nightly News with Brian Williams.

For fifteen years, an instructor for the National Center for Professional Education, (NCPE), Beanna's expertise includes Partnership and Limited Liability Company issues as well as 1040 preparation. She was the first year instructor of NCPE's "Taxpayer Representation" course, presenting the structure and functionality of the Internal Revenue Service as it transforms itself into a customer friendly, service organization. She also served as an instructor of NCPE's "Pass Course" for the Special Enrollment Examination.

Beanna's teaching schedule includes the Auburn University Tax School each fall as well as a business issue workshop in the summer.

As a member of the Certified Senior Advisor faculty, Beanna teaches the Tax, Estate and Financial sections of the three-day course, along with Medicaid, Long-Term Care and Ethics, which results in student certification as a Certified Senior Advisor upon successful completion of their exam.

Accounting Today has honored Beanna by naming her One of the Top 100 Most Influential in Accounting for an unprecedented seven consecutive years, 1997, 1998, 1999, 2000 (the Millennium edition) 2001, 2002 and 2003.

Testifying before the IRS Oversight Board in April 2007 and presenting at the IRS Research Conference in June, 2007, Beanna continued her vigorous defense of the tax professional community citing "tax professionals are vital to the voluntary compliance tax reporting system of the United States."

Honored as the NATP Member of the Month - November 2008, Beanna considers this recognition by her peers as one of her greatest honors.

Beanna maintains her home and practice in San Antonio, Texas, with Tom, her husband of 42 years, the most patient man in the world. They enjoy golfing, antiquing and their dachshunds Woody, Harry and Zoe!
